Serving 1.55M Texas Veterans: TVC Director Palladino on Claims, Grants & Hiring

Texas employers, nonprofits, and community leaders working with veterans need to understand what the Texas Veterans Commission actually does — and how to plug into its programs. This episode is that roadmap, straight from the leader who built the modern TVC.

Tom Palladino, Executive Director of the Texas Veterans Commission and retired U.S. Army Colonel, leads 500 staff across 85 cities delivering disability claims advocacy, healthcare navigation, employment services, education oversight, mental health peer networks, grants, women veterans programs, and entrepreneurship support for Texas's 1.55 million veterans.

In this episode

  • How TVC's 160 accredited benefit advisors walk veterans through the VA claims maze — including the step-by-step online process, county-level support, and the standard for endorsing only evidence-backed claims (current caseload: 350,000 claims, $8B+ in annual disability compensation flowing into Texas)
  • The healthcare advocacy program unique to Texas: 25 advocates embedded in VA hospitals troubleshooting appointments, prescriptions, referrals, and specialty care for 20,000+ veterans per year
  • Where employers plug in: connecting job postings to TVC staff and county VSOs, the We Hire Vets recognition for workforces with 10%+ veterans, and military cultural competency training for companies and law enforcement
  • The Fund for Veterans' Assistance: grown from $1M in 2010 to $45M today, funding mental health counseling, home renovations for disabled veterans, 32 veteran treatment courts, and emergency assistance through nonprofits and local governments
  • GI Bill compliance oversight of barber schools, flight schools, and universities — plus the Hazlewood Exemption providing up to 150 credit hours of free tuition at Texas public universities, transferable to children
  • The Military Veteran Peer Network: 66 peer coordinators across 39 local mental health authorities, suicide prevention, homeless outreach, jail/prison re-entry work, and Buddy Check Day on the 11th of every month
  • Women veterans: Texas has 200,000+ — the largest population in the U.S. — facing unique childcare, healthcare, MST, and single-parent challenges
  • Veteran entrepreneurship: startup fee waivers and five-year franchise tax exemptions for veteran-owned businesses, with TVC providing the verification letters
  • How TVC went from floor-to-ceiling paper to fully electronic operations with evening/weekend appointments, e-signatures, and a 24-hour callback standard
